How to temporarily disable Exchange Web Services throttling

Purpose

This article documents how to temporarily disable Exchange Web Services API throttling, potentially improving Exchange backup performance in Veeam Backup for Microsoft Office 365.

Note: Throttling may only be disabled temporarily; this should be sufficient to allow Veeam Backup for Microsoft Office 365 to perform the initial full backup.

Cause

By default, all download requests performed by a backup job interacting with Exchange Web Services API are throttled, impacting backup job performance. It is possible to turn this throttling off in Microsoft 365 admin center temporarily.

Solution

Before disabling EWS Throttling Policy, it is suggested to perform an Exchange Online connection performance test using Microsoft Support and Recovery Assistant tool. If the performance test reports bandwidth speed greater than what is seen in the Veeam Backup for Microsoft Office 365 backup job, it is advisable to temporarily disable EWS Throttling.

How to temporarily disable EWS Throttling Policy

  1. Go to admin.microsoft.com and sign-in with administrator credentials
  2. On the left Navigation panel, expand the Support section and select New service request
    If this option is not available, click Show all at the bottom of the Navigation panel.

  1. In the panel that appears on the right side, type EWS into the search box and select the "Increase EWS throttling policy" option from the auto-complete list.
Select the "Increase EWS throttling policy" optin in the autocomplete option list.
  1. Click the "Run Tests" button to determine the current throttling state:

  1. After the test completes one of three results will be presented:
  1. "The Exchange Web Services are Throttled." with an option to request the throttling be temporarily changed. 
    After clicking "Update Settings," a confirmation message will be shown.

  1. "The Exchange Web Services are Throttled." with a note advising to create a new service request with Microsoft Support to change the throttling policy.
Throttling is enabled, contact microsoft to request policy change.
  1. "Your Exchange Web Services are not currently throttled." with a note stating when throttling will be reapplied.
