Veeam Agent for Microsoft Windows can't be started or installed after upgrade to Windows 11

Challenge
After upgrading to Windows 11, the Veeam Agent for Microsoft Windows backup service may fail to start.
The following errors can be found in C:\ProgramData\Veeam\Endpoint\Svc.VeeamEndpointBackup.log:

Additionally, the following entry is found in: C:\Windows\System32\config\systemprofile\AppData\Local\Microsoft\Microsoft SQL Server Local DB\Instances\VeeamEndPoint\error.log:
Cannot use file 'C:\...\master.mdf' because it was originally formatted with sector size 4096 and is now on a volume with sector size 16384. Move the file to a volume with a sector size that is the same as or smaller than the original sector size.
Cause
The Veeam Agent for Microsoft Windows fails to start because the MS SQL LocalDB instance is unable to start, which occurs due to sector size reported by the storage driver.
To check the sector size, please run:
Fsutil fsinfo sectorinfo C:
Example Output:
LogicalBytesPerSector : 512
PhysicalBytesPerSectorForAtomicity : 32768
PhysicalBytesPerSectorForPerformance : 32768
FileSystemEffectivePhysicalBytesPerSectorForAtomicity : 512
Device Alignment : Aligned (0x000)
The sector size may vary, but SQL Server is only able to work with 512 or 4096 sector sizes. Any values other than 512 or 4096 are not supported as per Microsoft and may cause such failures.
