Challenge
During upgrade/install, the following error occurs, preventing the installer from advancing:
“Not all privileges or groups referenced are assigned to the caller”
Cause
This is caused by permission/assignment issues within the Global Policy settings. Specifically, the Debug Programs policy is not applied to the credentials being used to execute the installer.
Solution
- Open Run and type in secpol.msc to bring up the Local Security Policies
- Navigate to Security Settings > Local Policies > User Rights Assignment and locate the policy for “Debug programs”

- Right Click the policy and select Properties
- The credentials being used to run the install should be listed here, or be included in one of the groups listed.
